If you are using a 64-bit Windows operating system, or any non-Windows/Unix operating system, the only way to run Win16 games is to install a real copy of Windows 1.0 through 3.11 in an emulation or virtualization program. That means even more devices will be eligible for the free upgrade, and hopefully more Arm-powered ones. BeOS/Haiku and 64-bit versions of Windows dont support Win16 software at all.
